Please help me understand this quote....?

The US public broadcasting system is in trouble. It's badly funded and doesn't have much support, and it's struggling to survive. Critics say that public broadcasting is principally wrong and is outdated by our thousands of new cable channels and websites. Critics say that the cable channels and websites can do a better job of getting people the information they want, but because some influential upper middle cl people support public radio, critics accept its existence as long it stays small and badly funded.
