Operation anchorage help?

i have fallout 3 for the pc i baught the gamy of the year version and played the first disk then later installed the second disk but i had to uninstall both of them and reinstall the and i tried playing point lookout the pitt and operation anchorage burt in point lookout the boat isent there the furniture just floats and when i use the bed it crashes in the pitt no one talks and i tried operation anchorage and the hq isent there there is a huge ditch and i saw the elevator control panel and i jumped and pressed it and i went to a room full of !'s and i would move and i would fall out of the map and reapear in the same place please help peoples
